Allowance for unemployed is proposed to be increased before the introduction of unemployment insurance

It is proposed to increase the allowance for unemployed before the introduction of unemployment insurance in the Republic of Belarus. This was said by the Belarusian First Deputy Labor and Social Protection Minister Andrei Lobovich. “We propose that at the first stage, before the launch of unemployment insurance system, the allowance for unemployed should be increased up to 100% of the living wage budget in respect of dismissed due to the reduction of number or staff of employees, up to 50% of the living wage budget in respect of dismissed due to valid reasons,” Andrei Lobovich noted. The respective draft decree was developed by the Ministry of Labor and Social Protection, supported by the Ministry of Economy and the Ministry of Finance. The necessary financial resources are planned in the republican budget. At the moment, the draft decree is under consideration by the government. As previously reported, from November 2016 to January 2017, the interdepartmental group, which had been set up by the order of the government, was working. In early February 2017, proposals for the introduction of unemployment insurance in the Republic of Belarus were sent to the Council of Ministers. The main parameters of the proposed model are as follows: average unemployment insurance benefit – 60% of the average salary of the employee; the period of payment is 26 calendar weeks (70% of the average salary of the employee for the first 13 calendar weeks and 50% for the next 13 calendar weeks). If the adopted approaches are approved, the work on introducing unemployment insurance in the republic may start as early as next year. In case of approval of these parameters, the work on introduction of unemployment insurance system in the Republic of Belarus may start as early as next year
